观音湖休闲度假旅游区水上项目

　　一、项目背景 Project Background

　　观音湖地处遂宁新老城区之间，规划区面积19.7平方公里，其中：水域面积14.8平方公里，是杭州西湖的2.8倍，库容8000万m3，湖区水质常年保持在地表水Ⅲ类水质，项目拟整体开发观音湖水面，建设4A级旅游度假区。

　　Kwan-yin Lake lies between the old and new urban area of Suining, with a programming area of 19.7km2, among which 14.8 km2 are water area, which is 2.8 times of the West Lake in Hangzhou. It has a storage capacity of 80 million m3, and the quality of the water remains on the 3rd type of the surface water all the year round.

　　二、项目内容Content

　　开发利用14.8平方公里的观音湖水面，建设西部水上嘉年华、渔老汇等集水上主题文化表演、水上休闲度假、水上游览观赏、水上娱乐、水上主题公园等于一体的欢乐水上世界项目。规划建设天遂码头观光游览区、水上嘉年华游乐区、水上锦里休闲消费区。完善综合服务区、建设沿岸观光码头等项目，将观音湖打造成为集水上休闲度假、水上主题文化表演、水上游览观赏、水上娱乐、水上主题公园为一体的精品旅游产品，打造中国西部知名的以水文化为主题的旅游、休闲度假目的地。

　　Exploit the Kwan-yin Lake of 14.8 km2 to construct a set of joyous worldwide water-face project such as the thematic culture performance as western carnival, fishing gathering, etc.; vocational relaxation, travel and sightseeing, entertainment, theme park on the water surface. It plans to construct the sightseeing and travel area of Tiansui dock, entertainment area of water surface carnival, Jinli recreation consuming area on the water surface. Perfect the integrated service area and construct the project of coastal sightseeing dock, aiming to make Kwan-yin Lake a competitive travel product which combines vocational relaxation, thematic cultural performance, travel and sightseeing, entertainment, theme park on the water surface. The target is to crate a famous western-China travel and vocational relaxation destination with the water theme.  

　　三、建设条件 Building Conditions

　　观音湖位于遂宁市主城区东西两岸围合的中心地带，距遂宁市境内的国家4A级景区“中国死海”仅25公里，成南、成渝高速公路将两景区相连，具有良好的开发和利用价值，景区自然环境较好。

　　Kwan-yin Lake locates at a central area surrounded by the west and east coast of the main urban area of Suining, only 25km from the national 4A scenic spot“China Dead Sea” within Suining City. The two scenic spots are connected by the highway of Chengdu-Nanchong and Cheng-Chongqing, and are of fine exploitation and utilization value. The natural environment at the scenic spots is in a fine state. 

　　四、前期工作 Preparatory Work

　　项目已报经市委、市政府同意，旅游、规划、建设、海事、防洪等部门进行了勘察论证，组织专家进行了可行性论证和市场调研，已进入规划实施阶段。

　　This project has been granted permission by the municipal committee and government, has been examined and assessed by departments of travel, planning, construction, marine affair, flood control, etc.. 

　　They have organized the experts to carry out workability assessment and market research, and have entered the planning implement stage.

　　The total investment is RMB 0.8 billion.

　　六、效益分析 Profit Analysis

　　按年均接待300万游客，人均消费200元计算，可实现年收入6亿元。

　　The estimated revenue can reach RMB 0.6 billion per year if calculated based on the assumption of an annual reception of 3 million travelers and RMB 200 consumption per person.
