观音湖圣莲岛开发项目

　　一、项目背景 Project Background

　　圣莲岛是观音湖的三个湖心岛之一，现有陆地面积2125亩，人口近3000人，户数900户，房屋及建筑物面积15万平方米。观音湖是过军渡枢纽大坝建成后形成的人工湖泊，常年正常蓄水量约为8000万立方米，资源独特宝贵，水域面积达14.8平方公里，是杭州西湖的2.8倍。

　　Shenglian Island, one of the central islands of Kwan-yin Lake, takes up a land area of 141.7 hectare at present. It has 900 households and a population of nearly 3000 people and the residential and building area of 15,000 m2. Kwan-yin Lake is an artificial lake formed after the construction of Guo Jundu hub dam. It owns normal water storage of about 80 million m3 all year round, precious and unique resources, a water area of 14.8 km2, 2.8 times of West Lake in Hangzhou. 

　　二、建设内容 Content

　　整体打造观音湖湖心的圣莲岛，建设成“原生态生活博物馆”，继“赏宋瓷，拜观音，游死海”之后又一张崭新的遂宁旅游名片。形象定位：中国观音湖，魅力圣莲岛；遂宁之窗，活力之心，动感之都。功能定位：承载城市重要职能，全面阐释遂宁观音文化、巴蜀文化和山水文化的窗口，现代商务会展、旅游度假中心，形成以文化、博览、商务、休闲、度假等为核心的城市集中展示区，成为名副其实的城市客厅，成为市民日常休闲、运动、游憩、交流的主要场所。 

　　Wholly forge the Shenzhou Island, center of Kwan-yin Lake, construct a “Natural Life Museum” and make it a new travel name card of Suining following “Viewing the china of Song Dynast, making pilgrimage to the Kwan-yin, and going sightseeing of the Dead Sea”. The image orientation is to create a Chinese Kwan-yin Lake, and glamorous Shenglian Island; make it the window of Suining, center of vigor and

　　a city of dynamic. The functional orientation is to have it undertake the principle municipal function, and to make it the window of fully interpreter of Suining’ Kwan-yin culture, Sichuan culture and mountain and water culture; modern center of business exhibition and travel and vocation. It will try to form a municipal integrated display zone with culture, broad view, business, relaxation and vocation as its core, turn into a municipal dining room deserving its reputation and become a major site of daily relaxation, exercise, travel-rest and communication for the residents.         

　　三、前期工作 Preparatory Work

　　市委、市政府已将观音湖旅游度假区开发项目列为发展遂宁市旅游业的一个重点工程。项目已报经市委、市政府批示同意，旅游、规划、建设、海事、防洪等部门进行了勘察论证，组织专家进行可行性论证和市场调研，已进入规划实施阶段。土地征用已报国土资源部审批完毕。

　　The municipal committee and government have made the travel and vocation development project of Kwan-yin Lake a principle project in developing Suining’ s travel industry. This project has been granted permition by the municipal committee and government, has been examined and assessed by departments of travel, planning, construction, marine affair, flood control, etc.. They have organized the experts to carry out workability assessment and market research, and have entered the planning implement stage. The land requisition has been reported to the Ministry of Land and Resources for approval.

　　遂宁以观音故里著称，观音文化知名度高，休闲度假优势明显，遂宁正在成为成渝及西部地区的观光休闲、商务会展首选之地。2009年全市接待游客912万次，实现旅游收入56.5亿元，观音湖圣莲岛的成功打造，将进一步促进遂宁市旅游产业的发展，带来良好经济社会效益。

　　Suining is famous as Kwan-yin’s hometown. As the Kwan-yin culture enjoys a high fame and the relaxation vocation advantage is obvious, Suining is on the way to become a prime choice for sightseeing, business exhibition in Chengdu-Chongqing and western area. In 2009 The annual reception of travelers in this city reaches 8 9.12 million, with a overall revenue of RMB 5.65 billion. The successful creation of Kwan-yin Lake further promote the development of travel industry in Suining and bring forth a fine economical and social benefits.

　　可实现总收入51亿元，税利20亿元。
