一、项目背景 Project Background
河东新区是遂宁行政、文化、商业中心,是遂宁城市发展新兴集中区,在未来3年内将集聚30万常住人口。新区紧邻灵泉风景区和观音湖,环境优美,城市交通及配套设施完善,为进一步完善新区的城市功能和满足日益增长的政务和社会消费需求,拟建新区首家五星级酒店。
New Hedong District is the administration, culture and business center of Suining and also a new city development concentration area in Suining. In the next 3 years, it will have 300,000 inhabitants. The district, with comfortable surroundings, adjoins Lingquan Scenic Spot and Kwan-yin Lake. The transportation system and its related facilities are very satisfying too. In order to improve city functions of the district and meet the needs of government affairs and society consuming which increase day after day, the government plan to build a first five-star hotel.
二、建设内容 Content
新建五星级酒店,配套商住开发,共占地135.8亩,分为A、B两块。
The new five-star hotel, equipped with business housing development project, occupying 9.05 hectare, divided into two parts: Section A and Section B.
A块为酒店用地,面积49932平方米(约74.9亩),新建五星级酒店,规划300张以上床位,建筑密度不大于40﹪,酒店主体建筑高度不大于70米,商业配套建筑不大于24米,容积率不大于2.0,绿地率不小于50﹪,酒店别墅不少于4栋。
Section A is reserved for hotel, which occupies 499,32m2. The five-star hotel requires: over 300 beds, building density less than 40%, main building less than 70 m high, business supporting construction less than 24m high, plot ratio less than 2.0, landscaping ratio more than 50% and over 4 hotel villas.
B块为住宅用地,面积40610.36平方米(约60.9亩)。住宅地块建筑密度不大于25﹪,建筑控制高度不大于50米,容积率不大于2.2,绿地率不小于40﹪。
Section B is reserved for residence which occupies 40,610.36 m2. The residence requires: building density less than 25%, Building controlling height less than 50m, plot ratio less than 2.2 and landscaping ratio more than 40%.
三、项目选址Site Selection
项目地位于河东新区管委会办公楼南侧,东邻德水路、南邻紫竹路、西邻五彩缤纷路和观音湖、北邻灵云路。邻五彩缤纷路和观音湖一侧全部用于五星级酒店建设,邻德水路一侧用于住宅建设。
This project lies to the South of New Hedong District Administration Committee Office Building, and there is Deshui Rd. in the East, Zizhu Rd. in the South, Wucai Binfeng Rd. and Kwan-yin Lake in the West and Lingyun Rd. in the North. The side adjoining Wucai Binfeng Rd. and Kwan-yin Lake is for hotel and the one adjoining Deshui Rd. is for residence.
四、建设条件 Building Conditions
1、政府负责完成规划区内的拆迁,交付净地,并负责完成“七通”(即路、水、电、气、排污、通讯、光纤宽带等接通到项目红线边上),满足和保障正常的建设条件 Building Conditions。
1. The government is in charge of removal and demolition and hands a clear land to the investors. It will provide road, water, electricity, gas, drainage, communication, and fibre-optical broadband for the convenience of normal construction.
2、从酒店经营之日起三年内,按所交税款地方所得(市、园区两级)的额度,由市、园区两级财政按对应额度予以补贴,用于支持五星级酒店建设。
2. In the first 3 year after the day the hotel operates, the financial bureaus (Both Suining and the District) will provide equal subsidies to the taxes the hotel pays to help construct the five-star hotel.

六、市场预测 Market Forecast
遂宁是中国优秀旅游城市,中国观音故里,随着城市环境不断完善和城市品位的持续提升,正在成为中国西部现代产业新高地,成渝经济区快速崛起的新增长极,有特色、高品位、绿色的宜居宜业城市。目前,市城区内仅有两家四星级酒店,远不能满足日益增长的客源市场,现亟需增加高档次酒店。近年来,遂宁年均游客达800万人次,市场前景非常广阔。遂宁房地产价格持续可攀升,增值空间巨大。
As China Excellent Tourism City, Suining is also the native place of Chinese Kwan-yin. As the city environment improves and city image become better and better, Suining becomes a modern industries highland in western China, and a new typical and green inhabitable and working city in Chengdu-Chongqing Economy Circle which develops at a high speed. But now, there are only 2 four-star hotels in Suining. They are always occupied when booking, therefore, it is urgent for Suining to build more first-class hotels. In recent years, Suining receives 8 million tourists a year and it has even more potentials. The housing price in Suining is increasing steadily and will continue to increase in the near future.
七、合作方式 Cooperative Mode
1、引进投资者独资开发项目,以挂牌取得土地,A、B两块整体打包,挂牌价为15万元/亩。
1. To absorb investors to develop project independently, to acquire land by listed trade, Section A and Section B as a whole, the bottom price is RMB2, 250,000 a hectare.
2、投资方必须在政府交付土地后8个月内动工建设,36个月内完成酒店建设并正式营业;在酒店正式营业后二年内,通过国家有关部门五星级酒店评审(若投资方未能按期取得五星级酒店授牌,政府将追加收取酒店用地土地出让金2000万元。)。
2. The investor has to begin to construct 8 moths after the government hands over the land to him and complete the construction in 36 moths. Two years after the hotel operates, the hotel must pass the accreditation of related national departments (if not, the investor shall compensate the government RMB 20 million for the hotel land transfer.).
3、投资方在酒店主体工程封顶之后,才能进行住宅开发,在五星级酒店正式营业前,不得对外转让住宅用地。
3. The investor must not begin to construct residence until the main building of the hotel has topped out. And the investor shall not transfer the residence land until the hotel operates.
4、若投资方未能按时动工建设,政府有权收回土地,重新招商;投资方修建中途因资金或其他原因不能按期完工的,政府有权收回土地,所造成的损失由投资方自行承担。
4. If the investor does not begin to construct at the required time, the government has the right to call back the land and invites another bid. If the investor does not complete the construction at the required time due to lack of funds or other reasons, the government has the right to call back the land. And the loss would be borne by the investor.
