遂宁机场迁建项目

　　一、项目背景 Project Background

　　遂宁机场位于遂宁市创新工业园区，始建于1926年，总面积2625亩，跑道长度1200米，现属中国民航飞行学院的一座2C级机场，由民航飞行学院遂宁航管站使用管理。目前，主要承担民航飞行学院广汉、绵阳、新津3个分院8种机型的转场及驻站训练等任务。现有的遂宁机场已不能满足学院发展的需要，也严重制约着市城区的发展，影响着市城区居民的生产、生活和安全，迁建十分必要和迫切。

　　Suining Airport locates at Suining Innovation Industry Park. It was built in 1926 and covers an area of 175 hectare. The length of the runway is 1，200 m, which is a grade-2C airport of China Civil Aviation Flying College, used and managed by Suining Aviation Administration of the College. At present, it mainly takes on the tasks of training ground transform and station practices of 8 types of airplanes in Guanghan, Mianyang and Xinjin branch colleges. The current Suining Airport cannot satisfy the developing needs as well as limits the city development and affects the city residents’ working, life and safety. So it is very necessary and urgent to remove and rebuild the airport.  

　　二、建设内容 Content

　　机场迁建到安居区会龙外镇，按4C级标准设计，预留发展空间，近期按3C级标准建设，跑道长约2200米,占地2750亩。配套工程—机场道路全长18.083公里，按照城市Ⅱ级干道设计，路宽18米，双向四车道。

　　The airport will be removed to the outside of Huilong Town in Anju District. It is designed according to grade-4C and keeps development room in advance. In the near futhre it is to be built according to grade-3C. The runway is about 2,200 m, occupying nearly 183 hectare. The matched project, namely the airport way, is 18.083 km long, 18 m wide and two-way four lanes, designed according to grade-2 city roads..

　　三、前期工作 Preparatory Work

　　市政府与中国民航飞行学院正式签订了《遂宁机场迁建协议》，项目已纳入发展规划和全省重点建设项目储备库。选址已获国家正式审查确定。预可研工作已全面展开。

　　City government has entered an Agreement on Moving and Rebuilding of Suining Airport with China Civil Aviation Flying College. The project has listed into the developing plans and the key construction project storehouse. Location selection has been approved formally. Feasibility studies have developed comprehensively.

　　四、投资预算 Investment Budget

　　总投资15亿元。机场迁建投资10亿元，机场路(遂安快捷通道)投资5亿元。

　　Total investment is RMB 1.5 billion. RMB 1 billion for airport moving and rebuilding, RMB 0.5 billion for airport expressway building (fast channel between Suining and Anju)

　　五、效益分析 Profit Analysis

　　遂宁机场（遂宁航空站）2625亩土地，净用地率为70%，即净用地约为1800亩，土地调规变性后按目前市值100万元/亩测算，总价值约18亿元， 机场迁建后，提升了飞行学院的训练能力，由原培训飞行员150人增加到300人以上，同时释放城市发展空间，提升了城南片区国有土地使用价值。

　　Suining Airport (Suining Air Station) occupies 175 hectare, with 70% of net land use, namely 120 hectare. The regulated land value accounts for RMB 1 million/0.07 hectare, which is the current market value. The total value is 1.8 billion. After rebuilding, the training ability of the college will be promoted. Trainees can increase from 150 to 300. At the same time the city development space can be released and state-owned land use value in the south city can be promoted.
