一、项目背景 Project Background
中国西部现代物流港是四川省重点建设项目,是生产型物流园区,功能分区为:物流核心功能区、商贸核心功能区、生活配套区、临港产业流通加工及配送区;产业定位为:生产型物流园区。物流港着力发展现代物流、食品、电子、医药、工业原材料市场等支柱产业。园区计划投入300亿元,其中基础设施54亿元、公建配套环境打造7亿元。
Western China Modern Logistics Center, a key project under construction in Sichuan, is a manufacturing logistics garden. It is divided into 4 functional zones: Logistics Center, Commerce Center, Living Area and Process and Distribution Area. It is defined as a manufacturing logistics garden, in which pillar industries like modern logistics, food, electronics, medicine and industrial raw materials market would be included. RMB 30 billion will be invested for this project, among which infrastructural facilities accounted for RMB 5.4 billion while related environment RMB 0.7 billion.
二、建设内容 Content
主要内容有主干道A(全长3230m,路幅宽30m),主干道B(分别为长2661.5m,路幅宽50m;长3339.1m,路幅宽40m),主干道C(全长768.153m,路幅宽35m),次干道I(全长1575m,路幅宽30m),会展中心(建筑面积80000平方米),桃花山安置小区(建筑面积150000平方米),瑰宝明珠安置小区(建筑面积96000平方米)项目,及相关配套建设。
Main Road A (3,230m long, 30m wide), Main Road B (one is 2,661.5m long and 50m wide; the other is 3,339.1m long and 40m wide), Main Road C (768.153m long, 35m wide), Sub-main Road I (1,575m long, 30m wide), Exhibition Center (a floorage of 80,000 m2) Taohuashan Settlement Residential Quarters (a floorage of 150,000 m2) and Kuibao Pearl Residential Quarters (a floorage of 96,000 m2). All of them include the construction of related facilities.
三、建设条件 Building Conditions
园区已累计完成投资17.74亿元,其中,09年完成投资近10.28亿元,现有联华国际数码科技城项目、川渝粮食物流中心项目、川中石油生产基地项目、西部药都项目、西部宝鼎威陆港物流项目等15个项目签约,签约金额达67.7亿元。
We have received a total number of RMB 1.774 billion investments so far. Just in 2009, we received RMB 1.028 billion. At present, we have 15 signing projects, like Lianhua International Digital Technology City Project, Sichuan and Chongqing Grain Logistics Center Project, Middle Sichuan Oil Manufacture Base Project, Western China Medicine Capital Project, Western China Baoding Weilu Logistics Center Project, all of them could reach a total of RMB 6.77 billion investments.
四、投资估算 Investment Evaluation
总投资20亿元。其中,主干道A投资1.79亿元,主干B投资1.98亿元,主干道C投资1.65亿元,次干道I投资1.8亿元,会展中心投资0.8亿元、桃花山安置小区投资2.55亿元,瑰宝明珠安置小区投资1.63亿元。
Total investment is RMB 2 billion, in which Main Road A is RMB 0.179 billion while Main Road B RMB 0.198 billion, Main Road C RMB 0.165 billion, Sub-main Road I RMB 0.18 billion, Exhibition Center RMB 80 million, Taohuashan Settlement Residential Quarters RMB 0.255 billion and Kuibao Pearl Settlement Residential Quarters RMB 0.163 billion.
五、收益保障 Income Protection
物流园拥有2400亩商住用地,可实现土地收益43亿元。其中,预期按150万元/亩出售商业用地1000亩,按200万元/亩出售商业用地1400亩。
There is 160 hectare business land which could bring RMB 4.3 billion land income. It is expected that 66.7 hectare can be sold at the price of RMB 1.5 million/0.07 hectare and 93.3 hectare at the price of RMB 2 million/0.07 hectare.
