一、项目背景 Project Background
项目充分发掘遂宁作为中国优秀旅游城市和中国观音故里的独特资源,依托其秀美的自然风光和厚重佛教文化底蕴,在国家AAAA级风景名胜区 “西来第一禅林——广德寺”旁的卧龙山国际休闲旅游度假区内建设卧龙禅林国际大酒店,打造成渝地区高档的商务休闲别墅式酒店,重点体现“禅式风格、观音文化”。
This project will take full advantage of typical resources of Suining as a China Excellent Tourism City and Native Place of Chinese Kwan-yin. Based on its beautiful scenic spots and dense Buddhism cultures, the government plans to build an international hotel near the international tourism holiday area adjoining the national AAAA scenic spot---Guangde Temple, the first temple of the west. This hotel is designed to be a first-class Business recreational villa hotel and focus on Buddhist characteristics and Kwan-yin culture.
二、项目内容 Content
规划占地面积约200亩,新建别墅式五星级酒店,定位于高端、修身、净心、休闲,着重于政务接待、商务洽谈、高端休闲娱乐等。建筑面积35000平方米,其中:客房150套,建筑面积9000平方米;会议场所及附属建筑8500平方米;娱乐场所及附属建筑5400平方米;餐厅3000平方米;接待大厅600平方米;后勤、服务用房4000平方米;交通部分4500平方米。
This hotel will occupy 13.33 hectare. This newly villa five-star hotel is designed to be first-class, recreational, and character-cultivating and focus on administrative reception, business meetings and first-class recreations, occupying 35,000 m2 and including 150 bedrooms with a floorage of 9,000 m2, a meeting center and its supporting construction with a floorage of 8,500 m2, a recreation center and its supporting construction with a floorage of 5,400 m2, a 3,000 m2 restaurant, a 600 m2 reception hall, 4,000 m2 servicing houses and 4,500 m2 transportation construction.
三、项目选址Site Selection
位于遂宁市城西的卧龙山国际休闲旅游度假区内,紧邻国家级重点文物保护单位——皇家禅林广德寺和青龙湖畔。土地拆迁安置已完成。
It locates in the Wolong Mountain International Recreation Holiday Area of Western Suining city, and adjoins Royal Buddhist Guangde Temple and Qinglong Lake. The demolish and settlement has been completed.
四、投资概算Investment Estimates
总投资2.9亿元,其中土地投资0.4亿元。
Total investment: RMB 0.29 billion, among which land investment RMB 40 million.
五、市场分析 Market Analysis
遂宁经济快速发展,已成为成渝经济圈突飞猛进的新兴城市,同时,遂宁是观音文化浸润的爱心之都,是“两山三水”簇拥的山水之都,是山、水、城、寺、人和谐共融的和谐之都,是中国优秀旅游城市、中国观音文化之乡,年均接待游客近800万人次,旅游收入达50亿元,遂宁目前的星级酒店平均入住率达45.65%,人均日花费326.90元;两家四星级酒店平均入住率超过70%,人均日花费1309.50元(其中政务接待达70%)。但现有酒店、宾馆,远远不能适应城市发展的需要,目前没有一家五星级及以上的酒店,建设一座上规模、高档次的星级酒店迫在眉睫。
Suining’s economy develops at a high speed in recent years and Suining has become a new flourishing city in Chengdu-Chongqing Economy Circle. Meanwhile, Suining is also the love capital which is basined in Chinese Kwan-yin culture, the hill and water capital which is surrounded by two mountains and three rivers and the harmony capital of hill, water, city, temple and people which make up a harmonious picture. As China Excellent Tourism City and Native Place of Chinese Kwan-yin Culture, Suining receives 8 million tourists a year and makes a profit of RMB 5 billion a year through tourism. The average booking ratio of star hotel is 45.65%, and each guest spends RMB 326.90 a day on average. The average booking ratio of the two four-star hotel is over 70%, and each guest spends RMB1,309.50 a day (administrative receptions accounted for 70%) on average. However, the existent hotels could not meet the requirements of the development of Suining and there is no five-star hotel in Suining. Therefore, it is urgent for Suining to build a large-scale and first-class five-star hotel.
六、效益分析 Profit Analysis
建成后,按38年的经营期计算,收入总额约44亿元,利润总额约10亿元,净利润8亿元,静态投资回收期为11.34年(不含建设期)。
After the hotel is completed, the income could reach to RMB 4.4 billion (Operation period is considered to be 38 years). The total profit is estimated to be RMB 1 billion and the gross profit is RMB 0.8 billion. Additionally, the static investment durance is 11.34 years.

2. Policy supports by the government
(1)优先保障项目用地,采取挂牌方式出让,挂牌出让土地起始价报市土资委审定后实施;将用地出让收入划出一定比例用于该项目基础设施建设。
(1) To take the project land as a priority, to transfer the land by listed trade. The price will be set after Suining Land Asset Regulatory Committee examines it. A portion of the money gained by transferring the land will be used to build infrastructural facilities of this project.
(2)项目税收地方所得部份,实行先征后奖,前3年奖励地方所得部分的100%,后2年奖励地方所得部分的50%。
(2) Local income taxes paid by the investor for the project: Imposing first, then rewarding. In the first 3 years, 100% of local income taxes of this project would be rewarded to the investor; the next 2 years after the first 3 years, 50% would be rewarded.
(3)项目建设免收市政建设配套费,减半收取白蚁防治费、质量监督费、建设档案保管费、防雷检测费等行政事业性规费。其他旅游项目按市财政局、市物价局最新公布的《涉企行政事业性收费项目和收费标准》规定的最低收费标准的50%收取;
(3) Free charge of municipal construction supporting cost of this project, 50% discount of administrative chares of this project, like termite control, quality supervising, files protection and anti-thunder tests. For other tourism projects charges, 50% of the lowest charge of the latest “ On charging projects and charging criterion of administrative charges of enterprises” issued by Suining Finance Bureau and Suining Price Bureau.
(4)评上5星级酒店后,由市政府给予一次性奖励50万元;
(4) If the hotel is accredited as five-star hotel, the government would reward RMB 500,000 once and for all.
(5)新建5星级酒店水、电、气收费,按普通工业收费标准执行,差价部分由市财政与经营企业结算。
(5) The water, electricity and gas charges of the hotel conform to the ordinary industrial charging criterion, and the price difference will be balanced by Suining Finance Bureau and the operating company.
