电光源集中区建设项目

　　一、项目背景 Project Background

　　遂宁市发展绿色经济，举全市之力打造电子产业，通过承接沿海产业转移，电光源产业特别是节能灯已初具规模，项目依托遂宁丰富的天然气和劳动力资源，以节能灯整灯生产为链条，整体打造电光源集中区。

　　Suining city plans to develop environmental-friendly economy and work with all its strength in the creation of an electronic industry. Through accommodating the industries transferred from the coastal cities, the electric lighting source industry, especially the electricity-save lamps is already in the making. By its rich natural gas and labour source, with the production chain of electricity-saving lamps, Suining is going to create a concentration of electric lighting source.

　　二、建设内容 Content

　　规划面积2平方公里，建设电光源集中发展区。建节能灯玻管窑炉6座，标准厂房及各类配套设置40万平方米，承接玻管、明管、毛管、注塑件、磁性材料、节能灯整灯组装等企业，拟引进电光源企业30-50家。

　　The concentration area of electric lighting source is planned to occupy an area of 2 km2. It is planed to build 6 sets of glass-tube kilns, standardized factory buildings and all sorts of supporting facilities of 400,000 m2, which is to hold 30-50 corporations devoted to glass-tube, exposed conduit, hollow billet, injection molding, magnetic material, assembly of electricity-saving lamps etc..

　　三、前期工作 Preparatory Work

　　项目选址已确定，完成规划、可研、环评等，已建成窑炉3座，标准厂房20万平方米。引进了雪莱特光电、鼎吉光电等一批知名企业，其中鼎吉光电1号窑炉已点火，形成月产节能灯玻管900吨的能力。

　　The site selection is already set. The planning, feasible report and environment assessment etc. have been already completed and 3 kilns and standardized factory buildings with an area of 200,000 m2 available。Some famous corporations like Cnlight and Topluck have settled down here. The No.1 kiln of Topluck is already ignited and can monthly yield 900-t glass tubes for energy-saving lamps. 

　　四、建设条件 Building Conditions

　　遂宁市是四川第二大交通枢纽，距成都、重庆等距，区位优势明显，便于节能灯原材料和整灯的大综商品集散；遂宁劳动力资源丰富，符合节能灯这种劳动密集型企业需要。集中区紧临遂回高速公路，境内有火车站，交通十分便捷，集中区道路、水、电、气、通信、员工倒班房、食堂等各种基础设施完备，与微电子产业园互为配套，优势互补。

　　As the second largest transport hub in Sichuan Province, it takes the same distance to reach Chengdu and Chongqing from Suining. Due to its advantages in position, it is a good place for the collecting and distributing of goods like raw materials of electricity-saving lamps and the erected lamps; Suining is rich in labor force that can meet the needs of electricity-saving lamps manufacturers. The concentration area is near to the highways, and there is station within Suining too. So it has facilities in transportation and  in the concentration infrastructure like roadway, water, electricity, gas, communication, shift house for staff, canteen etc., are available, supporting thereby the electronic industrial park.

　　六、市场分析 Market Analysis

　　光电产业属节能减排产业，是照明行业的发展方向。近年来，中国节能灯生产年均复合增长率（CAGR）高达39%。我国节能灯普及率不高，市场潜力巨大，目前，国内市场需求旺盛，国际市场开始回暖。 

　　Opto-electronics is regarded as energy-saving and emission-reduction trade that is the developing direction of the lighting industry. In recent years, the average annual compound annual growth rate (CAGR) of electricity-saving lamps is as much as 39%. Due to the low popularizing rate of electricity-saving lamps in china, the market potential is huge. At present, the domestic market is in great demand and the international market starts to recover.

　　可实现年产值100亿元，税利8亿元。 

　　The might-have-been annual production value, and tax-profit are RMB 10 billion and RMB 0.8 billion.

　　八、合作方式 Cooperative Mode 

　　1、引进光电（节能灯）行业龙头企业整体打造集中区。

　　Introduce the dominating optoelectronics (electricity-saving lamps) corporations for create a concentration.

　　2、引进光电企业及配套企业入驻集中区，可租用园区标准厂房，也可征地自建。

　　Introduce the dominating optoelectronics corporations and their supporting industries into the concentration. They can build their own plant houses or rent the standardized plant houses provided in the industrial park. 

　　3、引入基础设施建设投资商及工业房产开发商，以BT模式与园区合作。

　　Introduce investors for infrastructures and industrial housing, by the BT mode cooperation.
