一、项目背景 Project Background
金桥工业港位于遂宁市城区下游，紧靠观音湖，涪江三面环绕，区位、资源、交通优势突出。规划面积8.9km2，其中，工业用地4 km2，商住用地1.2 km2，旅游用地2 km2。
Jinqiao Industrial Park is located downstream of Suining City, close to the Lake Kwan-yin, surrounded on three sides by the Fujiang River, with advantages of location, resources and transportation highlighted. Planning area is 8.9 km2, of which industrial land occupies 4 km2, commercial and residential land 1.2 km2, tourist land 2 km2.
二、建设内容 Content
按山中游憩、山前居住、平地工业的布局，重点发展以氢氰酸为龙头的天然气化工产业链，开拓发展天然气硫化工产业，同时发展人居、旅游等产业。
According to the layout of “tourism and rest in mountain, housing in front of mountain, industry on plains”, the city is focusing on the development of natural gas chemical industry chain with hydrogen cyanide as the leading, to develop natural gas sulfur chemical industry, as well as the industries of human settlements, tourism and others.
三、前期工作 Preparatory Work
项目经省人民政府〔2008〕3号文件批复。完成前期规划、可研、环评、设计、立项等工作，由重庆大学整体规划，四川大学进行可行性研究，市环保局组织环境测评。
The project has been approved by Sichuan Provincial People's Government (2008) 3# Document. The pre- planning, feasibility study, environmental assessment, design, project proposal & confirmation have been all done. The overall planning is undertaken by Chongqing University, feasibility study undertaken by Sichuan University, while the environment assessment undertaken by the Municipal Environmental Protection Bureau.
四、建设条件 Building Conditions
金桥工业港环境承载能力较强，水源供应有保障。2010年，四川电力公司蓬溪分公司将在园区建设110千伏变电站，已完成项目选址；川中油气公司输气管道途径金桥工业港，遂宁市年出产天然气20亿方，目前，已成功争取中石油年供3亿方指标用于发展精细化工产业。
Jinqiao Industrial Park has a strong capacity of the environment, water supply is guaranteed. 2010, Sichuan Electric Power Corporation Pengxi Affiliates will build a 110-kilovolt transformer substation in the park, site has been selected; Pipelines of Sichuan Oil & Gas Company are also via the park, which make the city produce annual 2 billion m3 gas. Now, the company has promised to supply annual 300 million m3 of gas for the development of fine chemical industry.

六、市场分析 Market Analysis
氢氰酸为龙头的系列化工产品市场需求广阔，以草甘膦为例，到2010年消费量约为50万吨。由于国际能源上涨，国外草甘膦企业生产成本倒挂，中国进口量迅速增长，草甘膦已成为我国农药出口中最大的品种，出口金额占到除草剂出口总金额的70%。随着全球经济的进一步复苏，国外对氢氰酸为龙头化工产品需求量将不断增加。
There is a huge demand for series chemical products with hydrocyanic acid as the leading. Take glyphosate for example, by 2010, the consumption of glyphosate is about 500,000 tons. As the international energy rising, production costs of foreign glyphosate up, China's export grows rapidly. Glyphosate has become China's largest variety of pesticide exports, export amount accounted for the total export amount of herbicide 70%. Foreign demand for chemical products and the leading hydrocyanic acid will continue to increase following the recovery of the global economy.
七、效益预测 Profit Forecast
可实现年销售收入65亿元，利税8亿元。
The might-have-been annual sales revenue and tax-profit are RMB 6.5 billion and RMB 0.8 billion.
八、合作方式 Cooperative Mode
1、引进天然气化工龙头企业整体打造园区；
1. To introduce leading enterprises of natural gas chemical industry to build the park;
2、按产业规划逐步引进单个天然气化工项目；
2. To introduce single natural gas and chemical projects step by step according to the industry planning;
3、按BT方式引进基础设施投资商。
3. To introduce infrastructure investors in BT means.
